He competed at the high school level in St. Louis, MO, and also while serving in the U.S. Navy. Paul trained under coaches Dave Armbruster and Doc Counsilman at Iowa University where he lettered all four years. He received his PhD at Indiana University and founded one of the first fitness swimming programs at IU while maintaining his competitive edge. In 1971 Paul directed the first Masters meet in the Midwest at Western Illinois University where he was a professor of physical education. He wrote and published “Lane 4”, a Masters quarterly swim journal, and he contributed to Aquatic World as a special contributor with his “Advice for the Swimmers’ Body” column.
In 1973 Paul formed the Illinois Masters. Paul’s contributions to the local organization and the “Science of Masters Swimming” through clinics, research, and publications earned him the Captain Ransom J. Arthur M.D. Award in 1977.
