Richard Smith has been the financial conscience of Pacific Masters Swimming for years.  He has served as a mindful Treasurer of the LMSC, always thinking about both fairness and stability.  Nationally, he served on the Finance Committee.  Every month he and his wife Joan would travel from Sacramento to the bay area for the LMSC meeting, and his opinions on issues were always considered by others to be key in any discussion.
