Cockrell served as Virginia Masters LMSC Chair and encouraged a variety of swimmers to become involved in the administrative side of Masters Swimming. Bringing in new volunteers helped the LMSC remain vital. He subsequently served as LMSC Treasurer and developed an efficient and friendly relationship with the registrar, clubs, and National Office. On the National level, Charlie served on the Officials (Chair) and Rules committees.
